The SOLEC conferences are hosted by the U. S. Environmental Protection Agency and Environment Canada on behalf of the two Countries every two years in response to the binational Great Lakes Water Quality Agreement. The conferences are intended to provide a forum for exchange of information on the ecological condition of the Great Lakes and surrounding lands. A major purpose of this is to reach a large audience of people in the government(at all levels), corporate and not-for-profit sectors who make decisions that affect the lakes. La Conférence sur l'état de l'écosystème des Grands Lacs est organisée tous les deux ans par l'Environmental Protection Agency des États-Unis et Environnement Canada au nom des deux pays, aux termes de l'Accord entre le Canada et les États-Unis relatif à la qualité de l'eau dans les Grands Lacs. Elle vise à favoriser l'échange d'informations sur l'écologie des Grands Lacs et des terres riveraines. Son but premier est de rejoindre un vaste public au sein du gouvernement, du secteur privé et des organisations sans but lucratif qui prennent des décisions touchant les lacs.
