ISAS utilizes "aerodynamic lifting bodies" to conduct space research and observations, and is developing launch vehicles and satellites for such purposes. In its former guise as part of Tokyo University Institute of Industrial Science in 1955, the organization conducted the horizontal flight tests of pencil rockets, and as Tokyo University Aerospace Research Center, it launched Japan's first artificial satellite, Ohsumi, in 1970. These entities disappeared in 1981 in a "progressive amalgamation" under the direct control of the Ministry of Education. The head office of ISAS is at Sagamigahara in Kanagawa Prefecture, and the test range is at Uchinoura in Kagoshima Prefecture.

Avec sa seule station de suivi au sol, à Villafranca (Espagne), l'ESA ne pouvait bénéficier que de 13 h d'observation par jour. Un accord est intervenu avec l'Institut de science spatiale et d'astronautique (ISAS) du Japon. Cet accord entérine l'extension du soutien des opérations en vol d'ISO que doit assurer l'ISAS en contrepartie de 0,5 h par jour d'utilisation d'ISO par les scientifiques japonais.

Amalgamations, mergers and trusts are examples of permanent combines; cartels may be either temporary or permanent associations of firms, depending on whether the cartel is formed voluntarily or State-inspired. Combines may be (i) horizontal, where the constituent firms are all at the same stage of production, e.g. cartels; or (ii) vertical, where the firms are at different stages of production, e.g. trusts.
