Water transfer printing ... is a surface decorating process with which elaborate graphics – such as wood grain, carbon fiber, camouflage, geometrical designs, etc. – are applied to a 3D [three-dimensional] product surface. ... The process utilizes a water-soluble film that contains the printed patterns. The film dissolves in the water and leaves the ink on the surface. In the typical process, the item to be printed is first coated with a primer or an adhesion promoter. After this dries, a base coat paint is applied to control the hue of the pattern. For instance, wood grain prints often utilize a brown base coat, and many camouflage patterns use a neutral base. After the base coat is applied, the item is ready for decorating. The film is activated using a chemical activator. The item then is dipped into the water, and the ink wraps around it.

The Post World War II Era: The Beginning of Regionalization. During the height of the Battle of Britain, a Central Advisory Water Committee was created to address the inadequacy of the capabilities of many small water systems to maintain service, especially in fighting fires resulting from the bombing. The committee initiated the Water Act of 1945, which called on the government to promote the "regrouping" of water supply services. Large water systems were to take over service to smaller communities in their vicinity, and in the absence of a large system, the small systems were to establish regional systems.

England has chosen a different [water management] system than France, but still using the hydrographic unit.... Similar to France, Parliament created a central advisory water committee, which recommended a major reorganization of the structure of water management. This led to the Water Act of 1973 which legislated integrated, water management in a catchment basin scheme.

The Southern Ocean, also known as the Great Southern Ocean, the Antarctic Ocean and the South Polar Ocean, comprises the southernmost waters of the World Ocean south of 60° S latitude. The International Hydrographic Organization has designated the Southern Ocean as an oceanic division encircling Antarctica. Geographers disagree on the Southern Ocean's northern boundary or even its existence, sometimes considering the waters part of the South Pacific, South Atlantic, and Indian Oceans instead. Some scientists consider the Antarctic Convergence, an ocean zone which fluctuates seasonally, as separating the Southern Ocean from other oceans, rather than 60° S. This ocean zone forms from the convergence of two circumpolar currents, one easterly flowing and one westerly flowing. The International Hydrographic Organization(IHO) regards the Southern Ocean as the fourth-largest of the five principal oceanic divisions and the latest-defined one.
