Once again, the environmental groups appearing before the Committee were opposed to the two recommendations, claiming that they were in fact not necessary. The joint CELA/CIELAP submission to the Committee argued that the criticism that MMLERs are not "scientifically based" was simply out of place and did not reflect the nature of how the regulations were developed and administered. The regulations remain technically defensible since they are based on what is technologically feasible, and not what is required from an ecological point of view. This involved measuring the Moon's position against the background of stars(the lunar distances were the star's distances from the Moon). The Moon's position in its orbit acted as a standard clock in the sky, to give a universal time scale(like modern Greenwich time) that could be read off from tables.
