The Special Program for African Agricultural Research(SPAAR) is an open coalition that seeks to enhance the contribution of agricultural research for food security, environmental sustainability and economic development in Africa. Its principal mission is to promote institutional reforms of agricultural research institutions, as a precondition for their sustainability and impact. The term reinforcing is used basically to mean tension or membrane reinforcing, that is, the ability to distribute a concentrated load over a larger area of the subgrade, thus avoiding local overloading of the bearing capacity.
