The Special Program for African Agricultural Research(SPAAR) is an open coalition that seeks to enhance the contribution of agricultural research for food security, environmental sustainability and economic development in Africa. Its principal mission is to promote institutional reforms of agricultural research institutions, as a precondition for their sustainability and impact.
