Germany's new packaging laws, now being phased in through January 1993, are radical in concept and continue to generate considerable controversy, both in Germany and abroad.... Germany's "Green Dot" program [called "Der Grüne Punkt" in German]. The green dot is a symbol adopted by Duales System Deutschland, a 400-member corporation established in 1990. The DSD collects a fee from participating product packagers for the right to display the dot on their products. Revenue thus generated is used to finance local, non-profit packaging-waste collection and recycling programs.... Green dots indicate to consumers that such packaging may not be returned to the retail outlet but should instead be sent to special collection containers or be taken to the local recycling center. Further, by displaying the green dot on products, manufacturers tell consumers that the packaging will be recycled or reused rather than landfilled or incinerated. Tax increment financing(TIF) offers a development tool for local governments to finance redevelopment projects for central business districts. TIF programs use increased property tax revenues generated by redevelopment to finance a portion of the costs associated with the project. Some advantages of TIF are : 1. Significant capital is provided to economically feasible development projects. 2. Tax revenues collected prior to the development program are retained. 3. Property owners do not pay more than the normal tax burden. 4. Tax increment bonds are not counted against the city's bonded indebtedness. 5. Industrial development revenue bonds are a company's use of a government's ability to issue tax-free obligations. The bonds are available at lower interest-rates than conventional types of financing(generally 1 1/2 to 3 percentage points lower), and they provide 100 percent of the financing of land, building, and equipping a facility, with the money generally available within 45 days.
