Infrastructure Canada. The tools of the Building Canada plan include a number of flexible initiatives and targeted programs that balance regional needs with national priorities. Sustained base funding will allow governments to plan for the longer-term and provide flexibility, while distributed program and nationally-targeted funding balance national, regional and local infrastructure priorities.
