The "local housing authorities" found in most Canadian provinces are staffed almost exclusively by volunteers and operate quite independently of municipal government. The Metro Toronto Housing Authority developed the Safer Neighbourhoods Initiative to develop better strategies to deal with concerns over crime in public housing. Ten communities were invited to participate in the development of local strategies to combat crime and increase security. Residents, housing administrators, police and community groups and services were involved.
