The second book of the set of works by the CIDECT [Committee International for the Development and the Study of Tubular construction] under the general title "Construction with Hollow Steel Sections" is dedicated to phenomena of instability : buckling, distortion, spreading. Because of the shape of its section and the particularly favourable distribution of matter in the straight section, a hollow profile, of circular or rectangular shape, behaves distinctly better than an open profile section under the demands of compression. In remaining within the limits of the relation of the diameter or the width of side divided by the thickness of partition, given in this dimensioning guide, the local hollow profile distortion can be disregarded. Over the years, the survey profession has developed different plans for different purposes. At first glance various plans might appear the same, on closer inspection they can be found to be quite different. For example, if the title to the plan says something like, "Plan of lot 10, concession 3", or "Sketch of lot 10, concession 3", in all likelihood it is intended to convey the impression that this is not a plan of survey. If the lands have actually been surveyed, the title to the plan will in all likelihood say, "Plan of Survey of", not "Plan of", or "Sketch of". A technique devised to permit trading in a security, even though the security does not fulfil the requirements for listing on the local stock exchange. A security is bought and registered in the name of the depositary bank or company, which will issue a receipt certifying that the receipt conveys the title to the security deposited with it or held to its order. As further examples of servitudes one may take the rights of access actually enjoyed with respect to enclaves. Three instances are available, those along the Dutch-Belgian frontier, those of Portugal in India, and West Berlin. The importance of tacit arrangements as creating rights is illustrated by the Rights of Passage case decided by the International Court of Justice with respect to the enclaves of Portugal in India which are separated from Goa. These were acquired by treaty in 1779, from a local Indian prince, whose successor in title, Great Britain, permitted access. Portugal relied on a local custom of access and also on general customary law concerning access. The Court upheld Portugal' s limited right of access as the outcome of "a practice clearly established between two States which was accepted by the Parties as governing the relations between them.
