It was the continuation of the Vienna Treaty dealing with the destruction of the ozone layer and the limiting of CFC production. Council of Foreign Ministers was an organisation agreed upon at the Potsdam Conference in 1945. The Potsdam Agreement specified that the Council would be composed of the Foreign Ministers of the United Kingdom, the Union of Soviet Socialist Republics, China, France, and the United States. It would normally meet in London and the first meeting was to take place no later than 1 September 1945. As the immediate important task, the Council was authorised to draw up were treaties of peace with Italy, Romania, Bulgaria, Hungary and Finland, and to propose settlements of territorial questions outstanding on the termination of the war in Europe. The Afghanistan Compact, the successor to the Bonn Agreement, provides the framework for international community engagement in Afghanistan for the next five years. It was developed during a conference held in London from January 31 to February 1, 2006 [Building on Success : The London Conference]. Representatives from the international community, including Canada, attended the conference, which was co-chaired by Afghanistan, the United Nations and the United Kingdom. At the conference, Canada pledged its full support and was instrumental in ensuring that the Compact included a mechanism to monitor programs and promote forward momentum. It now includes the Jewish communities of 37 countries, Hong Kong having observer status.
