High aspect ratio, or fiber-shaped, nanoparticles(HARNs), represent a growth area in nanotechnology as their useful properties become more apparent. Carbon nanotubes, the best known and studied of the HARNs, are handled on an increasingly large scale, with subsequent potential for human inhalation exposure. Their resemblance to asbestos fibers precipitated fears that they might show the same type of pathology as that caused by asbestos and there is emerging evidence to support this possibility. The large number of other HARNs, including nanorods, nanowires and other nanofibers, require similar toxicological scrutiny. In this article, we describe the unusual hazard associated with fibers, with special reference to asbestos, and address the features of fibers that dictate their pathogenicity as developed in the fiber pathogenicity paradigm. This paradigm is a robust structure-toxicity model that identifies thin, long, biopersistent fibers as the effective dose for fiber-type pathogenic effects. It is likely that HARNs will in general conform to the paradigm and such an understanding of the features that make fibers pathogenic should enable us to design safer HARNs.

(Nanowerk News) A UK consortium of scientists, led by the Institute of Occupational Medicine, Edinburgh, has published a key report examining whether high aspect ratio nanoparticles (HARN) should raise the same concerns as asbestos fibres. HARN includes materials such as carbon nanotubes (CNT) and metal nanowires. The review, which was published by DEFRA [Department for Environment, Food and Rural Affairs] this week, identified many similarities between HARN and asbestos with regard to their physico-chemical properties and toxicological effects, and it concluded that there is sufficient evidence to suggest that HARN, which have the same characteristics (diameter, length and biopersitance) as pathogenic fibres such as asbestos, are likely to have similar pathology.

A vernier caliper... consists of an L-shaped member with a scale engraved on the long shank. A sliding member is free to move on the bar and carries a jaw which matches the arm of the L. The vernier scale is engraved on a small plate that is attached to the sliding member. Since 1978, the Oceanic Flux Program(OFP) time-series sediment traps have continuously measured particle fluxes in the deep Sargasso Sea. The OFP program is by far the longest time-series of its kind, and has produced a unique record of temporal variability in the "biological pump". Results provided the first direct evidence for the existence of seasonality in the deep ocean, and evidence that fluxes of both biogenic and abiogenic materials to the deep ocean were directly linked to seasonal patterns in upper ocean productivity. The time-series particle flux record has documented significant interannual and longer timescale variability in material fluxes to the deep ocean, and in the composition of the sinking material. The record is now becoming long enough to identify and study longer-term periodicities and quasi-decadal trends in material fluxes to the deep ocean, and their coherence with North Atlantic climate variations. The Oceanic Flux Program provides new insights into interannual variability and decadal scale changes in ocean functioning. This information is of paramount importance for predicting future, possibly anthropogenically induced, climate changes. Woods Hole Oceanographic Institution.

The jet streams, especially the polar front jet streams, are very dynamic features, which exhibit long wavelength meanders known as "long waves" or "planetary waves". These are also commonly known as "Rossby waves" ... Strictly speaking, Rossby waves are a particular kind of long wave, which migrates upstream relative to the fluid flow (i.e. from east to west in the case of the sub-tropical and polar jet streams). In fact, planetary waves may be stationary or migrate slowly eastward or westward.

Long wave is a synoptic scale, natural wave pattern in the westerlies. They are also called "Rossby Waves" or "Planetary Waves". Long waves separate cold Polar air from warm air at the Equator and are caused by the shape and rotation of the Earth.... The wavelength of long waves may vary from 60 to 180 degrees of longitude.... There are usually three(3) to six(6) long waves in the westerlies in each hemisphere during any given season.... The speed that long waves move at is generally very slow, 1-3 degrees longitude a day.

DOUGLAS, Douglas Sea State. Douglas Sea Scale. Douglas Scale. Douglas Swell Scale. Douglas Sea and Swell Scale.... what do they mean? Douglas is the name given to a set of tables used to describe sea and swell conditions. The Douglas Sea tables refer to the waves generated by the wind in the locality at the time, the Douglas Swell tables refer to decaying waves originally generated by distant winds, and the Douglas Sea and Swell tables are a combination of the two. Originally, Douglas made no mention of heights or wave periods, and used only words to define the sea and swell conditions, e. g., slight sea, moderate sea or long low swell, short moderate swell. The combined definition was produced by a sea description followed by a swell description. But different publications have interpreted the Douglas Scales to produce wave heights and periods; and different interpretations have led to confusion. According to the World Meteorological Organisation, there is no internationally recognised definition or official status for any of the Douglas scales.

This paper explores how institutions of property rights and collective action play a particularly important role in the application of technologies for agriculture and natural resource management. Those technologies with long time frames tend to require tenure security to provide sufficient incentives to adopt, while those that operate on a large spatial scale will require collective action to coordinate, either across individual private property or in common property regimes. In contrast to many crop technologies like high-yielding variety seeds or fertilizers, natural resource management technologies like agroforestry, watershed management, irrigation, or fisheries tend to embody greater and more varying temporal and spatial dimensions. Whereas the literature addressing constraints and enabling factors for rural technology adoption have largely focused on their direct effects on crop technologies, the conceptual framework presented here shows how property rights and collective action interact with many other constraints to technology development(such as wealth, information, risk, or labor availability).
