The Shell Middle Distillate Synthesis(SMDS) plant now operational at Bintulu, Malaysia, is the latest in a series of partnership projects between Shell companies and the people of Malaysia that stretches back for more than 100 years. The new plant uses advanced technology to convert natural gas, abundantly available from the Central Luconia field offshore Sarawak, into liquid fuels of high purity. These fuels can also be used as components to upgrade lower quality stock derived from conventional crude oil processing. In addition, the plant can produce high-value waxes, as well as feedstocks for detergents and lubricants. The product mix can be varied to meet market needs. The SMDS technology was developed at the Shell laboratory in Amsterdam(KSLA) over a period of 20 years. After commercial and technical assessment, Bintulu was chosen in preference to sites in other parts of the world as an appropriate location for the employment of SMDS technology in the first commercial plant.

The Common Effective Preferential Tariff(CEPT) is the main instrument for setting up an ASEAN Free Trade Area(AFTA) by the year 2003. The CEPT Scheme is an arrangement among ASEAN countries to reduce intra-regional tariffs and remove non-tariff barriers over a 10-year period beginning on 1 Jan 1993. Les membres de la zone de libre-échange de l'ANASE (ZLEA) veulent faire de cette région la zone commerciale la plus concurrentielle du monde. The Pacific Economic Cooperation Council(PECC) was formed in 1980 following the Pacific Community Seminar in Canberra, Australia. It was attended by 11 economies(Australia, Canada, Indonesia, Malaysia, Japan, Korea, New Zealand, the Philippines, Singapore, Thailand and the US), and the Pacific Island Nations. The Seminar called for the establishment of an independent, regional mechanism to advance economic cooperation and market-driven integration. A vital characteristics of the new body, asserted there, was its independent, unofficial status which would permit it to address economic issues and measures free from constraints of formal governmental policies and relationships. It, hence, agreed on the need for an informal process involving business and independent research institutions alongside governments. PECC is the only non-governmental official observer of APEC since the APEC' s formation in 1989. PECC has provided information and analytical support to APEC ministerial meetings and working groups. Also it channels and facilitates private sector participation in the formal process.
