Council of Foreign Ministers was an organisation agreed upon at the Potsdam Conference in 1945. The Potsdam Agreement specified that the Council would be composed of the Foreign Ministers of the United Kingdom, the Union of Soviet Socialist Republics, China, France, and the United States. It would normally meet in London and the first meeting was to take place no later than 1 September 1945. As the immediate important task, the Council was authorised to draw up were treaties of peace with Italy, Romania, Bulgaria, Hungary and Finland, and to propose settlements of territorial questions outstanding on the termination of the war in Europe. Also the Council should prepare a peace settlement for Germany to be accepted by Germany when a "government adequate for the purpose is established".

The CLIVAR Upper Ocean Panel(UOP) met for the first time 18-19 December 1995 at Scripps Institution of Oceanography. The idea for establishing the European Mariculture Society was launched at the occasion of the Tenth European Symposium of Marine Biologists, which took place in Oostende, Belgium, in 1975. The founding meeting took place on April 29 and 30, 1976 in the office of the Institute for Marine Scientific Research(IZWO) that has supported the society and has provided office space for the EAS secretariat until the late 80's. The original name "European Mariculture Society" was altered into "European Aquaculture Society" in 1984 to better reflect the activity field of the society.

Bellanet is an international initiative with a mission to increase the impact of development activities through greater collaboration. Collaboration is enhanced by more effective use of information and communication technologies(ICTs). At the 1992 Earth Summit in Rio de Janeiro the world was faced with the fact that, in spite of massive and accelerating problems of poverty and environmental degradation in developing countries, levels of spending on development assistance were stagnant or declining among many donor nations, and were likely to remain so for a long time. During follow-up meetings, a number of strategies were discussed. One such meeting took place in Bellagio, Italy(from which the name "Bellanet" was coined), where senior representatives of twenty development agencies concluded that one response to the challenges at hand was to increase the impact and relevance of donor actions through greater collaboration. A subgroup(the World Bank, the MacArthur Foundation, SAREC [Swedish Agency for Research Co-operation with Developing Countries], and IDRC [The International Development Research Centre] was asked to investigate options. A proposal for action was formulated and, at a second Bellagio meeting in late 1994, the formation of Bellanet was endorsed. Bellanet was given a mandate to promote collaboration through the use of emerging information and communication technologies(ICTs). In early 1995 Bellanet officially started with the first meeting of the Bellanet International Steering Committee(BISC) and the formation of the Bellanet International Secretariat established at the International Development Research Centre(IDRC), a federal organization established in Ottawa, Ontario.

Lors d'une des rencontres, à Bellagio en Italie (d'où le nom «Bellanet»), des hauts représentants de vingt agences de développement ont conclu qu'une réponse aux défis était d'augmenter l'impact et la pertinence des actions des donateurs au moyen d'une plus grande collaboration. Un sous-groupe (la Banque Mondiale, la Fondation MacArthur, le SAREC [Agence suédoise de coopération en matière de recherche avec les pays en développement] et le CRDI [Centre de recherches pour le développement international] reçut pour tâche d'effectuer des recherches sur cette approche, et a soutenu la formation de Bellanet, avec le mandat d'appuyer la collaboration par l'utilisation de technologies de l'information et de la communication (TIC) émergentes, comme l'Internet.
