It was signed on May 17, 1994 by the President of the Treasury Board, representatives of the Canadian Reprography Collective(CANCOPY) and the Union des écrivaines et écrivains Québécois(UNEQ). It covers all works subject to copyright(e. g., sheet music, books, articles, etc.) except the bulk reprographic reproduction and distribution of newspaper articles.

Volume I presents a summary analysis of the financial transactions of the Government. Volume II presents the financial operations of the Government, segregated by ministry.

The fiscal plan sets out planned spending in total and by major component: the Expenditure Plan; forecast revenues; and the planned fiscal stance - the operating balance, the budgetary deficit and financial requirements.

The VSI [Voluntary Sector Initiative] is being co-managed by members of the voluntary sector and the federal government. A new secretariat created by the Voluntary Sector Roundtable [VSR] is responsible for coordinating the sector's participation in this endeavor. Secretariat staff reports to a senior steering committee composed of members of the VSR and other voluntary sector organizations working on the Initiative. The federal government has a task force on the voluntary sector located in the Privy Council Office(the department that supports the Prime Minister) to coordinate its involvement in the VSI. Staff of the Government of Canada's task force reports to a group of senior officials, and to a reference group of nine Cabinet Ministers chaired by the Treasury Board President.
