La Promesse de conformité volontaire(PCV) est habituellement le premier niveau d’obligation. Il s’agit d’un engagement, écrit et signé, de l'employeur ou de l'employé envers un agent de santé et de sécurité du Programme du travail. L'employeur ou l'employé s’engage à corriger les infractions décrites dans la PCV et à transmettre à l'agent une confirmation écrite selon laquelle la situation a été corrigée à une date fixée.
