When the troops from the Soviet Union left Afghanistan in 1989, the nine-year war ended, but fighting among factions continued. Also, there continued to be a refugee problem after the mandate of UNGOMAP lapsed in 1990. To keep the UN informed about the situation in Afghanistan and neighbouring Pakistan, a Special Representative of the UN Secretary General was sent to the region. OSGAP was formed to provide this official with a team of military advisors. Lorsque les troupes de l'Union soviétique ont quitté l'Afghanistan, en 1989, une guerre qui avait duré neuf ans a pris fin, mais les combats entre factions se sont poursuivis. En outre, le problème des réfugiés demeurait entier à la fin du mandat de la Mission de bons offices des Nations Unies en Afghanistan et au Pakistan, en 1990. Pour tenir l'ONU au courant de la situation en Afghanistan et dans le Pakistan voisin, un représentant spécial du Secrétaire général de l'ONU a été dépêché dans la région. Le Bureau du Secrétaire général en Afghanistan et au Pakistan a été institué pour assurer à ce représentant les services d’une équipe de conseillers militaires. The War of the Grand Alliance, also known as the War of the League of Augsburg, the Nine Years War, the Orleans War, the War of the Palatinian Succession, and the War of the English Succession, was a major war fought in Europe and Colonial America from 1688 to 1697, between France and the League of Augsburg - which, by 1689, was known as the "Grand Alliance" when England and others joined. La guerre de la ligue d’Augsbourg, également appelée guerre de Neuf Ans, eut lieu de 1688 à 1697. Elle opposa la France sous la monarchie absolue de Louis XIV, alliée au Danemark et à l'empire Ottoman, à une grande coalition, d’abord défensive. Celle-ci comptait principalement l'Angleterre sous la monarchie constitutionnelle de Guillaume III d’Angleterre, l'empereur d’Allemagne et plusieurs Électeurs, l'Espagne, les Pays-Bas, la Savoie et la Suède.
