The Licence for the reprographic reproduction of published works subject to copyright is designed to compensate authors and publishers for the reprographic reproduction of published works used by the government of Canada for program and service delivery. It was signed on May 17, 1994 by the President of the Treasury Board, representatives of the Canadian Reprography Collective (CANCOPY) and the Union des écrivaines et écrivains Québécois (UNEQ). La Licence de reproduction par reprographie des œuvres publiées protégées par le droit d'auteur vise à rémunérer les auteurs et les éditeurs pour la reproduction reprographique d'œuvres publiées et utilisées pour l'administration des programmes et services du gouvernement du Canada. Elle a été signée le 17 mai 1994 par le président du Conseil du Trésor, des représentants de Canadian Reprography Collective (CANCOPY) et l'Union des écrivaines et écrivains québécois (UNEQ).
