On February 5, 2001, Prime Minister Jean Chrétien announced the creation of the Office of Critical Infrastructure Protection and Emergency Preparedness (OCIPEP) which encompassed the functions of the former Emergency Preparedness Canada. "The protection of Canada's critical infrastructure from the risks of failure or disruption is essential to assuring the health, safety, security and economic well-being of Canadians," said the Prime Minister.
