Permanent International Association of Road Congresses. This Committee was created in 1962 for the Rome Congress. It was then called "Technical Committee on Pavement Design" which had been separated into "Technical Committee on Concrete Roads" (C7) and Technical Committee on Flexible Roads" (C8) in 1965. The activities of the Technical Committee on Testing of Road Materials which was created in Munich in 1934, were transferred to C7 and C8 in 1992.
