States, of which 90 to 100 percent of citizens belong to one and the same nation, are usually called national States in contradistinction to those where a more important fraction of the population belongs to other nationalities than that of the majority of the citizens. [...] le droit international positif n'interdit pas à un État d'englober dans son sein différentes nations. Un tel État est dit multiracial ou multinational. Au regard du principe des nationalités, sa population est hétérogène mais, juridiquement, elle ne constitue qu'une seule et unique «nationalité». L'U.R.S.S. est un État multinational. Au lendemain de la première guerre mondiale, les vainqueurs de l'Allemagne reconstituèrent la Pologne en incorporant dans cet Etat une partie de la population allemande. Pour créer la Tchécoslovaquie, ils eurent recours au même procédé. L'Afrique du Sud est un autre État multinational. La multinationalité existe aussi chez les petits États. C'est le cas de Chypre.
