The Canadian Forces also supported observation aircraft passing through Canadian airspace on their way to the United States.

De plus, les détecteurs autorisés à bord des avions d'observation sont limités aux quatre catégories suivantes : caméras optiques panoramiques et à prise de vues image par image; caméras vidéo à affichage en temps réel; analyseurs infrarouges à balayage linéaire; radars d'ouverture synthétique à visée latérale (bien qu'avec des contrôles de la capacité de résolution de ces systèmes). Le traité permet un degré de résolution suffisant pour détecter des pièces majeures d'équipement militaire comme les chars, les véhicules de transport de troupes et l'artillerie.

L'objectif de ce traité est de promouvoir un climat de confiance et de transparence en ouvrant l'espace aérien des pays membres à des aéronefs d'observation non armés dans la zone d'application entre «Vancouver et Vladivostok».

Dans la Loi sur l'aéronautique (contexte juridique), les termes «aéronef» et «avion» ne sont pas synonymes. Les aéronefs comprennent les aérodynes (par exemple avions, planeurs, hélicoptères) et les aérostats (par exemple ballons, dirigeables). Cependant, dans l'usage, ils sont employés l'un pour l'autre. Le même phénomène se produit pour les termes anglais «aircraft» et «airplane».
