Fondée en 1998, l'Association des cadres du gouvernement du Québec est le fruit du regroupement de l'Association des cadres supérieurs du gouvernement du Québec et de l'Association des gestionnaires de la fonction publique et parapublique du Québec, qui représentait les cadres intermédiaires. Se sont joints également à l'Association les membres de l'Association des administrateurs des établissements de détention. En mai 2011, l'Association devient l'Alliance des cadres de l'État.
