[...] si hubiere impugnaciones hechas ante la junta receptora de votos y por lo menos una fuese ratificada por el representante del respectivo partido o comite cívico, se designara por sorteo a un revisor para que, en presencia del impugnador o impugnadores y otros fiscales que deseen participar proceda a la apertura de la respectiva bolsa electoral y a comprobar las causas de impugnación mediante el examen respectivo de los votos, o bien su recuento, conforme fuere necesario segun el motivo de impugnación.
