The establishment of a COMSEC organization in Canada grew out of a need to protect sensitive information transmitted by various agencies of the government, especially External Affairs, National Defence and the RCMP. Prior to 1947 cryptographic keying material was provided by the UK without cost to Canada. A distinctively Canadian code or cipher was frequently suggested, but there were no experts in the field in Canada and wartime conditions were not suitable for training such specialists.

La création d'un programme COMSEC au Canada a découlé du besoin de protéger l'information sensible qui était transmise par de nombreux organismes gouvernementaux, notamment les Affaires extérieures, la Défense nationale et la Gendarmerie royale. Avant 1947, le Royaume-Uni fournissait gratuitement du matériel cryptographique au Canada. On avait souvent suggéré de fabriquer du code et des algorithmes de chiffrement typiquement canadiens, mais le Canada ne comptait aucun expert dans le domaine et les conditions en temps de guerre ne favorisaient pas la formation de tels spécialistes.
