The shortage of nurses was first addressed in 1999 by Federal, Provincial and Territorial Ministries of Health. Following consultations with key stakeholders across Canada, the first nationwide nursing strategy was developed. The Canadian Nursing Advisory Committee (CNAC), created in 2001 as part of the recommendations in the "Nursing Strategy for Canada, October 2000" report, was tasked to provide options that would renew and sustain the Canadian nursing workforce. CNAC submitted its final report "Our Health, Our Future: Creating Quality Workplaces for Canadian Nurses" in 2003.

Le problème de la pénurie d'infirmières et d'infirmiers a été abordé en 1999 par les ministres de la Santé du fédéral, des provinces et des territoires. À la suite de consultations à la grandeur du Canada, la première stratégie pour les soins infirmiers fut élaborée pour tout le pays. Le Comité consultatif canadien sur les soins infirmiers (CCCSI), créé en 2001 en accord avec les recommandations contenues dans le rapport «Stratégie pour les soins infirmiers au Canada, octobre 2000», fut mandaté pour identifier les options pour rétablir et maintenir les effectifs en soins infirmiers au Canada. Le CCCSI a soumis, en 2003, son rapport final intitulé : «Notre santé, notre avenir : un milieu de travail de qualité pour les infirmières canadiennes».
