In 1994, the Presidents of the Medical Research Council of Canada (MRC), the Natural Sciences and Engineering Research Council of Canada (NSERC), and the Social Sciences and Humanities Research Council of Canada (SSHRC), collectively appointed a multi-disciplinary working group (the Tri-Council Working Group) and gave it the mandate to develop new policies and regulations to replace the Councils' existing guidelines for research involving humans. The "Code of Ethical Conduct for Research Involving Humans" (the Code) is the result of that process and supersedes both the MRC "Guidelines on Research Involving Human Subjects" 1977 and the 1987 SSHRC "Ethics Guidelines for Research with Human Subjects". En 1994, les présidents du Conseil de recherches médicales du Canada (CRM), du Conseil de recherches en sciences naturelles et en génie du Canada (CRSNG) et du Conseil de recherches en sciences humaines du Canada (CRSH) ont collectivement confié à un groupe de travail pluridisciplinaire (Groupe de travail des trois Conseils) le mandat d'élaborer de nouvelles directives et règles destinées à remplacer les principes directeurs des Conseils régissant la recherche avec des êtres humains. Ce «Code d'éthique de la recherche avec des êtres humains» est le fruit de ce travail. Il remplace les «Lignes directrices concernant la recherche sur des sujets humains» du CRM publiées en 1987 et le «Code déontologique de la recherche utilisant des sujets humains» du CRSH, publié en 1977.
