Jusqu'aux années 50, on a pu croire le Canada à l'abri de tout danger, circonstance qu'il devait à l'éloignement et aux relations amicales qu'il entretenait avec les Etats-Unis. Tout au plus pouvait-il craindre d'éventuels raids de diversion ou de harcèlement. Toutefois, après l'explosion du premier engin atomique soviétique en 1949 et l'accroissement rapide de l'aviation soviétique à long rayon d'action, le Canada, confronté pour la première fois à une menace aérienne directe et sérieuse, a conclu, pour y parer, une association plus officielle avec les États-Unis. C'est ainsi qu'ont été signés des accords prévoyant l'implantation d'une série de réseaux de radars : ligne CADIN-Pinetree en 1951, ligne du Centre du Canada en 1954 et ligne DEW en 1955.
