On 17 May 1865 after two and a half months of arduous negotiations, the first International Telegraph Convention was signed by the 20 participating countries and the International Telegraph Union (ITU) was set up to enable subsequent amendments to this initial agreement to be agreed upon. This marked the birth of the ITU ... At the International Radiotelegraph Convention Conference held in 1906, the first International Radiotelegraph Convention was signed ... At the 1932 Madrid Conference, the International Telegraph Union decided to combine the International Telegraph Convention of 1865 and the International Radiotelegraph Convention of 1906 to form the International Telecommunication Convention. Le 17 mai 1865, à Paris, après deux mois et demi de négociations serrées, la première Convention télégraphique internationale était signée par les vingt pays participants et l'institution au sein de laquelle ils allaient pouvoir amender ce premier accord était créée, sous le nom d'Union télégraphique internationale. [...] En 1906 a lieu la Conférence radiotélégraphique internationale de Berlin au cours de laquelle est signée la première Convention radiotélégraphique internationale. [...] À la Conférence de Madrid, en 1932, l'Union télégraphique internationale réunit en une Convention internationale des télécommunications les deux conventions adoptées en 1865 et 1906, à savoir la Convention télégraphique internationale et la Convention radiotélégraphique internationale.
