Il peut s'agir aussi de l'annexion d'un TNO (territoire non organisé) à une municipalité régie également par le Code municipal. La demande d'annexion peut alors provenir soit de la municipalité annexante elle-même, soit des personnes intéressées, soit encore par résolution du conseil de la municipalité régionale de comté (MRC) à laquelle appartient la municipalité annexante.
