Foro Internacional de Energía (FIE): en 1991 en Francia se llevó a cabo el primer seminario internacional de ministros sobre energía con el fin de fomentar un diálogo a nivel internacional y alcanzar la seguridad energética. A partir de 1994, se nombró de manera oficial "Foro Internacional de Energía", en la cual se pactó que los ministros de energía de los países interesados se reunieran cada dos años.
