Le principe de base de constitution des matériaux composites paraît simple : par assemblage de plusieurs produits élémentaires non miscibles, on en réalise un nouveau dont les propriétés sont la somme de celles des constituants, ou mieux encore, par effet de synergie et non plus d'addition, un dépassement des caractéristiques originelles. Les matériaux constitutifs ne sont pas alliés, mais associés. Les composites sont constitués d'une matrice organique, d'un renfort et d'adjuvants.

Les matériaux composites sont constitués en général de deux produits, l'un réalisé à partir des déchets radioactifs, l'autre non radioactif destiné au blocage des précédents. Il s'agit principalement des cermets, des particules enrobées et surtout des matériaux dits à matrice métallique.
