The evolution of the new royalty regime commenced at the spring of 1995 when the National Task Force on Oil Sands released a comprehensive report that outlined a detailed list of recommendations for the oil sands industry. The Task Force was formed by the Alberta Chamber of Resources in 1993. This committee consisted mainly of representatives from the oil sands industry and supporting industries, as well as representatives from both the provincial and federal governments. The Task Force proposed a generic oil sands royalty system based on a specified percentage of net project revenue after all costs are recovered.

Le nouveau régime de redevances a commencé à germer au printemps 1995, lorsque le Groupe de travail national sur les stratégies de mise en valeur des sables bitumineux a publié un rapport détaillé assorti d'une liste de recommandations concernant l'industrie des sables bitumineux. Le Groupe de travail, créé par l'Alberta Chamber of Resources en 1993, regroupait les représentants de l'industrie des sables bitumineux et des industries dérivées, de même que des représentants des gouvernements fédéral et provincial. Il a proposé un régime fiscal générique pour les producteurs de sables bitumineux, fondé sur un pourcentage donné du bénéfice net, après récupération de tous les coûts.
