The evolution of the new royalty regime commenced at the spring of 1995 when the National Task Force on Oil Sands released a comprehensive report that outlined a detailed list of recommendations for the oil sands industry. The Task Force was formed by the Alberta Chamber of Resources in 1993. This committee consisted mainly of representatives from the oil sands industry and supporting industries, as well as representatives from both the provincial and federal governments. Le nouveau régime de redevances a commencé à germer au printemps 1995, lorsque le Groupe de travail national sur les stratégies de mise en valeur des sables bitumineux a publié un rapport détaillé assorti d'une liste de recommandations concernant l'industrie des sables bitumineux.
