The Organization of American States (OAS) is the world's oldest regional organization, dating back to the First International Conference of American States, held in Washington, D.C., from October 1889 to April, 1890. This meeting approved the establishment of the International Union of American Republics. The Charter of the OAS was signed in Bogota in 1948 and entered into force in December 1951. The Charter was subsequently amended by the Protocol of Buenos Aires signed in 1967, which entered into force in February 1970, and by the Protocol of Cartegena de Indias, signed in 1985, which entered into force in November 1988. In 1992, the Protocol of Washington was signed and in 1993 the Protocol of Managua entered into force on January 29, 1996. The OAS currently has 35 Member States. In addition, the Organization has granted Permanent Observer status to 37 States, as well as the European Union.

La OEA es el organismo regional más antiguo del mundo, pues su origen se remonta a la Primera Conferencia Internacional Americana, celebrada en Washington,D.C. entre octubre de 1889 y abril de 1890. En esta reunión se aprobó, el 14 de abril de 1890, la creación de la Unión Internacional de las Repúblicas Americanas. La Carta de la OEA fue suscrita en Bogotá en 1948 y entró en vigor en diciembre de 1951. Posteriormente, la Carta fue reformada por el Protocolo de Buenos Aires suscrito en 1967, el cual entró en vigor en febrero de 1970 y por el Protocolo de Cartagena de Indias suscrito en 1985, que entró en vigor en noviembre de 1988. En 1992, se suscribió el "Protocolo de Washington" y en 1993 se firmó el "Protocolo de Managua". El de Washington entrará en vigor cuando sea ratificado por las dos terceras partes de los Estados Miembros. El de Managua entró en vigencia el 29 de enero de 1996. La OEA cuenta hoy con 35 Estados Miembros. Además, la Organización ha concedido el status de Observador Permanente a 37 Estados, así como a la Unión Europea.
