En effet OPS5, plutôt qu'un simple langage, est avant tout un outil général de développement en génie de la connaissance. Il est du reste écrit en Lisp, un langage qu'il complète dans le sens de la mise en œuvre de mécanismes de pensée «naturels». Contrairement aux langages d'intelligence artificielle comme Lisp ou Prolog basés sur une approche avant tout mathématique (calcul lambda, logique des prédicats), OPS5 fonctionne par accumulation sur un processus «reconnaissance-action» travaillant sur des notions de mémoire à court terme/long terme dans laquelle se déplacent des symboles et des règles imitant les mécanismes de pensée humains [...]
