In support of the preclearance program, Canada and the United States signed the Agreement on Air Transport Preclearance on January 18, 2001. It allows for the expansion of intransit preclearance to other Canadian airports and provisions that confirm the authority of American preclearance officers to detain, seize, or cause the forfeiture of a traveller's goods
