In support of the preclearance program, Canada and the United States signed the Agreement on Air Transport Preclearance on January 18, 2001. It allows for the expansion of intransit preclearance to other Canadian airports and provisions that confirm the authority of American preclearance officers to detain, seize, or cause the forfeiture of a traveller's goods

Dans le cadre du programme, le Canada et les États-Unis ont signé un accord de précontrôle dans le mode aérien le 18 janvier 2001. Cet accord, qui autorise l'expansion du précontrôle en transit à d'autres aéroports canadiens, contient des dispositions confirmant que les agents du précontrôle américains ont le pouvoir de retenir, de saisir ou d'entraîner la confiscation des marchandises d'un voyageur.
