The concern of our courts and governments to protect minorities has been prominent in recent years, particularly following the enactment of the Charter [of Rights and Freedoms]. Undoubtedly, one of the key considerations motivating the enactment of the Charter, and the process of constitutional judicial review that it entails, is the protection of minorities.
