Process scope: the process applies to all programs, projects and activities that are initiated by federal departments and agencies or that involve those for which federal funds are solicited or federal properties involved. All federal departments and agencies are obliged to apply the process, except Proprietary Crown Corporation and Regulatory Agencies, who are invited to participate.
