In 1992-1993, a group of senior officials in Canadian federal departments created a collaborative forum called the Council on Administration. Their intent was to increase efficiency, improve service delivery, and cut costs by means of a series of initiatives called "Locally Shared Support Services" (LSSS). Because the member departments and agencies co-tenanted a large government office complex (Les Terrasses de la Chaudière (TLC)1, located in Hull, within the National Capital Region) the founders of the Council saw potential for achieving these goals through the power of collective action ...
