Les origines du Service Social d'aide aux Émigrants (SSAE) remontent à la création, en 1924, d'un réseau international de service social pour aider les familles en difficultés dans leur projet migratoire. Déclaré en tant qu'association (Loi du 1er juillet 1901) en 1926, le SSAE est reconnu d'utilité publique en 1932. Le SSAE a pour but de «venir en aide aux émigrants et aux immigrants dans les difficultés qu'ils peuvent rencontrer, soit au cours de leur voyage, soit au cours de leur établissement, de s'employer au regroupement des familles, à la protection des femmes et des enfants migrant isolément, de servir de lien entre l'émigrant et les œuvres d'assistance spirituelle et matérielle dont il peut avoir besoin, dans l'effort nettement respectueux des convictions religieuses de chacun.»
