The TCF began in 1988 when a group of Torontonians in business, teaching and academia came together to consider ways in helping alleviate poverty and need in Calcutta. [The foundation] comprises an international executive (board of directors) in Toronto, with supporting members-at-large, and a management board in Calcutta.

The Change Foundation ... is an independent health policy think-tank that works to inform positive change in Ontario's health care system. With a firm commitment to engaging the voices of patients, family caregivers and health and community care providers, the Foundation explores contemporary health care issues through different projects and partnerships to evolve our health care system in Ontario and beyond. The Change Foundation was created in 1995 through an endowment from the Ontario Hospital Association and is dedicated to enhancing patient and caregiver experiences and Ontario's quality of health care.

TCF works on projects and partners with organizations that have the same goal of informing positive change in the province’s health care system. There were telephones too, used by librarians in the Ottawa area to request locations from the Union Catalogue. By 1964, interlibrary loan and reference requests were sent to and from the Library via Telex. In 1969, a rather noisy Tickometer was purchased to automatically count and date-stamp catalogue cards.

Cette appellation peut signifier beaucoup de choses : La cellulose peut être blanchie avec des composés chlorés au lieu de chlore [...] ou avec de l'oxygène. Les abréviations ECF et TCF indiquent plus exactement le processus de production du papier. ECF = «elementary chlorine free» = sans chlore élémentaire = blanchi avec des composés chlorés. TCF = «totally chlorine free» = totalement sans chlore = blanchi à l'oxygène.
