Clause in subsection 23(3) of the Constitution Act, 1982 to the effect that the right of Canadian citizens under the other provisions of section 23 to have their children receive school instruction in the language of the English or French minority population of a province applies wherever, in the province, the number of children of citizens who have such a right is sufficient to warrant the provision to them, out of public founds, of minority language instruction and includes, where the number of those children so warrants, the right for them to receive that instruction in the minority language educational facilities provided out of public funds. 2, record 1, English, - where%20numbers%20warrant%20clause
