Standing Offers. Standing Offers are used to meet recurring needs when departments or agencies repeatedly order the same goods or services. A request for standing offer(RFSO) is used to solicit standing offers. Suppliers who meet the evaluation criteria stated in the RFSO become pre-qualified suppliers and holders of standing offers. A standing offer is an offer from a potential supplier to provide goods and/or services at pre-arranged prices, under set terms and conditions, when and if required. It is not a contract until the government issues a "call-up" against the standing offer. The government is under no actual obligation to purchase until that time. 2, record 1, English, - request%20for%20standing%20offer

2, record 1, French, - demande%20d%27offre%20%C3%A0%20commandes

The water spent for the evapotranspiration is not supplied limitless, and evapotranspiration is controlled by available water. The dry condition as a result of suppressed evapotranspiration increases the potential evapotranspiration, and it influences the water usage, environment in the region. Bouchet (1963) found the complementary relationship between actual and potential evapotranspiration, and Morton (1983) formulated the relationship as follows: Eac=2xEw-|Ep where Eac and Ep are the actual and potential evapotranspiration, and Ew is the wet environmental evapotranspiration. 2, record 2, English, - Bouchet%20formula
Record number: 2, Textual support number: 2 OBS
In another approach to macroscale formulation, Bouchet(1963) considered regional evaporation under conditions of a fixed energy budget and suggested that the actual evaporation and the apparent potential evaporation based on actual atmospheric conditions would be complementary to one another. Morton(1965, 1975) and Brutsaert and Stricker(1979) have applied this concept to the estimation of regional evapotranspiration. 3, record 2, English, - Bouchet%20formula

2, record 2, French, - formule%20de%20Bouchet
Record number: 2, Textual support number: 1 OBS
3, record 2, French, - formule%20de%20Bouchet

Gender needs. The roles of men and women in existing societies and institutions are generally different. Thus, their needs vary accordingly. Two types of needs are usually identified practical needs and strategic needs. Practical needs arise from the actual conditions which women and men experience because of the gender roles assigned to them in society. Strategic needs are the needs required to overcome the subordinate position of women to men in society, and relate to the empowerment of women. They vary according to the particular social, economic, and political context in which they are formulated. 2, record 4, English, - gender%20need

Researchers at the River Road Environmental Technology Centre annually carry out about 1, 500 different types of motor vehicle tests by "driving" test cars on a chassis dynamometer. The data obtained gives Environment Canada an idea of the kinds and amounts of emissions being generated by Canada's 13 million automobiles. The dynamometer, a treadmill-like device which, in conjunction with sampling equipment and extremely accurate gas analyses, allows computers to tally a vehicle's emissions of hydrocarbons, carbon monoxide and NOx under simulated driving conditions. Automotive manufacturers use similar equipment to certify vehicles before they are mass-produced; the tests serve as spot checks to monitor actual emissions. 2, record 14, English, - chassis%20dynamometer

The usefulness of a cost accounting system is increased when predetermined cost estimates for materials, labour, and factory overhead are included in the system to serve as bench marks against which actual costs may be compared. These predetermined cost estimates are called standard costs. At particular temperature and pressure, state of moist air whose mixing ratio is such that the moist air can co-exist in neutral equilibrium with an associated condensed phase (liquid or solid) at the same temperature and pressure, the surface of separation being plane. 2, record 25, English, - saturation
Record number: 25, Textual support number: 1 OBS
Usage has provided two closely related but importantly different conceptions of the term saturation(a) One is the condition in which the vapor pressure exerted by water vapor is equal to the saturation vapor pressure at the prevailing temperature. This definition implies the presence of a plane surface of pure liquid water or ice, and thus is a condition dependent upon the temperature only, irrespective of actual environment. Since, in nature, such a "plane surface of pure water" is rarely found and the physico-chemical environment of water vapor is anything but constant, this strict concept of saturation can be very misleading with regard to actual condensation processes; but the conservative base which this definition supplies is required as a comparison standard(as for relative humidity measurements). More specific terminology is often advisedly used, like "saturation with respect to water" or "saturation with respect to ice".(b) The other is the condition in which the vapor pressure of water vapor is equal to the equilibrium vapor pressure under the existing environmental conditions(temperature; and shape, size and composition of adjacent matter)... It should be clear that saturation should always be defined "with respect to" an intended environment, either standard(as in a above) or actual. 3, record 25, English, - saturation

Auxiliary systems. The majority of modern aircraft, primarily the large transport type, are equipped with certain systems which are not necessary for the actual operation and flight of the airplane but which are needed for the comfort and convenience of the crew and passengers and are required by Federal Aviation Regulations(FAR). Some of these systems are important for the safe operation of the aircraft under a variety of conditions, and some are designed to provide for emergencies. Systems not essential to the actual operation of the aircraft are commonly called auxiliary systems. Among such systems are air-conditioning, deicing and anti-icing, fire-warning and-extinguishing, oxygen, and water and waste systems. All these systems are needed for the safety and comfort of crew and passengers on high-altitude, long-range airplanes; hence it is important the technician have a good understanding of their operation and maintenance. 3, record 36, English, - auxiliary%20system

The first numerical weather prediction models used the quasi-geostrophic or Q-G approximation, which consists of using the geostrophic wind for the actual wind everywhere except when computing divergence. The Q-G approximation eliminates both sound and gravity waves as solutions to the equations of motion. The Q-G equations are often referred to as the filtered equations since they filter out sound and gravity waves. This allows a larger time step to be used, as well as eliminating the problem of balancing the initial conditions. 3, record 43, English, - filtered%20equation

In addition to environmental conditions during the operations on the surface of Mars the MIDD will have to be able to sustain the loads which occur prior to deployment from the lander. Since recent and currently studied designs for Mars landers in many cases use a "semi-hard" landing technique, the shock incurred during impact on the surface becomes the driver for sizing and qualification of components rather than the launch loads or the quasistatic loads during entry into the martian atmosphere. The MARS PATHFINDER lander, being the most prominent example of a semi-hard lander since it is the only one thus far having been built and flown, experienced an actual impact velocity of 18 m/s and a maximum deceleration(first bounce) of around 18 g, both values being lower than the hardware had been designed for. 2, record 45, English, - semi%2Dhard%20lander

Using the technology of dual infrared sensors mounted inside the dash panel, Jeep's Dual-Zone Climate Control System independently measures the body surface temperature of both the driver and front passenger. By measuring the actual surface temperature of the front seat occupants, rather then the air temperature around them as most climate control systems do, the new Jeep can direct hot or cold air flow to continually meet the driver and passenger's perceived comfort level. As conditions in the vehicle change, due to exterior temperature or sunlight, the system adjusts to counter those circumstances. 2, record 48, English, - dual%2Dzone%20climate%20control
