Human Resources Development Canada(HRDC) through its network of Human Resource Centres, administers the Caribbean/Mexican Seasonal Agricultural Workers Program on behalf of the Government of Canada. HRDC requires employers, through their human resource planning strategies, to ensure that Canadian citizens and permanent residents are always considered for employment before employing foreign workers. The Caribbean/Mexican Seasonal Agricultural Workers’ Program was first implemented in 1966 following negotiations between Canada and Jamaica to facilitate the entry of Jamaican workers for temporary employment in the growing and processing of agricultural products during peak demand periods. The C/MSAWP was created to provide a supplementary source of reliable and qualified seasonal labour in order to improve Canada's prosperity by ensuring that crops are planted and harvested in a timely fashion. These measures help to maintain the livelihoods of Canadian and permanent resident workers in the agricultural industry as well as in other industries that directly or indirectly participate in and benefit from a strong and vital agricultural industry. Par l'intermédiaire de son réseau de Centres de ressources humaines, Développement des ressources humaines Canada (DRHC) administre le Programme des travailleurs agricoles saisonniers des Antilles et du Mexique au nom du Gouvernement du Canada. DRHC exige que les employeurs, dans le cadre de leurs stratégies de planification des ressources humaines, examinent toujours la candidature des citoyens canadiens et des résidents permanents avant celle des travailleurs étrangers. Le Programme des travailleurs agricoles saisonniers des Antilles et du Mexique a d'abord été mis en œuvre en 1966 à la suite des négociations entre le Canada et la Jamaïque visant à faciliter l'entrée des travailleurs jamaïcains durant la période de pointe afin de combler les emplois temporaires dans la culture et la transformation des produits agricoles. Le PTASA/M a été créé dans le but d'obtenir une source supplémentaire de travailleurs saisonniers fiables et qualifiés afin d'améliorer la prospérité du Canada grâce à la garantie que les cultures sont plantées et récoltées à temps. Ces mesures aident à préserver le gagne-pain des travailleurs canadiens et des résidents permanents dans l'industrie agricole et dans les autres industries qui participent et tirent profit directement ou indirectement d'une industrie agricole vigoureuse. Ressources humaines et Développement Social Canada et le Conseil canadien pour les ressources humaines en agriculture (CCRHA) rendent disponible aux entreprises agricoles canadiennes, le programme Objectif Carrière en Agriculture. During 29 years, the Mexican Seasonal Agricultural Workers Program(M/SAWP) has demonstrated to be a beneficial and successful program for both Canada and Mexico. It has been constituted itself in a model of international cooperation, by demonstrating the possibility of maintain an effective and regulated flow of migrant workers between the two countries. CASA was established in 1993 in response to an identified need for a national farm safety networking and coordinating agency to address problems of illness, injuries and accidental death in farmers, their families and agricultural workers. Since then, CASA has worked to improve the health and safety conditions of those who live and work on Canadian farms. CASA is funded by Agricultural and Agri-Food Canada's Renewal Chapter and has applied for similar support under the federal government's Growing Forward program for 2009-2013.... The Labourer-Teacher program(L-T for short) is the original literacy program of Frontier College. We recruit, train and send Labourer-Teachers to work and teach across Canada. Currently Labourer-Teachers are placed primarily in agricultural settings : on farms and in processing plants. They have also worked on rail gangs, in lumber and mining camps, in prisons, in urban factories and in remote communities. Wherever they are, Labourer-Teachers do the same heavy labour jobs as other workers. In peak season, this can mean 12 hours per day, 6-7 days per week. For this work, Labourer-Teachers are paid the same as their co-workers-usually minimum wage. In addition to this physical work, Labourer-Teachers volunteer their time to provide educational and recreational opportunities for their co-workers.
