The management function of an AEO [airworthiness engineering organization] or a DAO [design approval organization] is normally provided by a committee which is usually referred to as the "ACC. "In the case of a large AEO or DAO, the management function may be carried out by a subset of the ACC.

This would include amateur built, ex-military, ultralight, advanced ultralight, aircraft for exhibition purposes, etc. As Transport Canada does not have airworthiness requirements for those aircraft types and since Transport Canada does not certify them, the Regulatory Committee determined that it would not serve any purpose to certify their equipment.
