A federal regulation calling for a 98 percent reduction in atmospheric emissions of benzene by September 1991 required all tar storage tanks to be gas-blanketed. The cost of gas-blanketing Tarben's 16 tar storage tanks--spread out over an area equal to about 15 football fields--was estimated at $6 million. In September 2001, a working group, composed of experts from the sport community appointed by the Secretary of State(Amateur Sport), recommended that a national alternate dispute resolution(ADR) system for sport be developed in Canada. In response to this recommendation the bill [C-54, an Act to Promote Physical Activity and Sport] provides for the creation of the Sport Dispute Resolution Centre of Canada. A flexible organization, the Centre will be a tool to contribute to the fair, timely, equitable and transparent resolution of disputes at a low cost, for the benefit of the sport community.
