Although the Canadian Food Inspection Agency(CFIA) is the lead agency for the National Aquatic Animal Health Program(NAAHP), the Department of Fisheries and Oceans(DFO) is responsible for providing diagnostic and research support. This virtual Centre of Expertise(COE) will provide consistent and scientifically robust delivery of aquatic animal health diagnostics and research in support of NAAHP, research diseases of highest regulatory significance through the nationally coordinated Aquatic Animal Health Laboratory System that includes the Gulf Fisheries Centre, Moncton, NB; the Pacific Biological Station, Nanaimo, BC; and the Freshwater Institute, Winnipeg, MB. The Centre has three primary priorities : 1) diagnostic methods, 2) technology development, and 3) knowledge generation. This COE will develop and validate quality assured diagnostic methods for priority diseases, develop efficient and effective technology platforms in support of analytical procedures and diagnostic tests, and develop a sound scientific knowledge base in support of regulatory programs and risk-based management. Research priorities established in conjunction with CFIA include : viral strain differentiation and correlation to pathogenic significance, development and validations of diagnostic tools, disease transmission via product, carrier species, non-lethal sampling, processing effluent, decontamination procedures, and emerging disease investigation. Même si l’Agence canadienne d’inspection des aliments (ACIA) est l’organisme responsable du Programme national sur la santé des animaux aquatiques (PNSAA), le ministère des Pêches et Océans (MPO) doit assurer un soutien en matière de diagnostic et de recherche dans le cadre de ce programme. Ce centre d'expertise virtuel effectuera des recherches et des diagnostics en santé des animaux aquatiques d’une manière uniforme et scientifiquement robuste à l’appui du PNSAA, des recherches sur les maladies d’importance réglementaire élevée par l’entremise du système de laboratoires en santé des animaux aquatiques, qui est coordonné à l’échelle nationale et qui inclut le centre des pêches du golfe, à Moncton, au N.‑B., la station biologique du Pacifique, à Nanaimo, en C.‑B., et l’Institut des eaux douces, à Winnipeg, au Manitoba. Le Centre a trois priorités majeures, à savoir : 1) les méthodes de diagnostic; 2) le développement de technologies; 3) la production de connaissances. Ce Centre élaborera et validera des méthodes d’établissement de diagnostic de maladies prioritaires qui ont fait l’objet d’un contrôle de qualité, mettra au point des plates-formes technologiques efficaces à l’appui des procédures analytiques et des tests de diagnostic et élaborera une base de connaissances scientifiques solide à l’appui des programmes réglementaires et de la gestion fondée sur le risque. Les priorités de recherche établies de concert avec l’ACIA comprennent la différenciation des souches virales et la corrélation avec l’importance pathogénique, l’élaboration et la validation d’outils de diagnostic, la transmission de maladies par les produits, les espèces porteuses, l’échantillonnage non létal, le traitement des effluents, les procédures de décontamination et les enquêtes sur les maladies émergentes.
