In many instances Cabinet Ministers are asked questions in the House of Commons as a result of news reports or information derived from other sources. Therefore, in this order, "unusual incident" means any occurrence, major or minor, including news reports, that will or may create public interest, or is likely to be the subject of questions to the Minister or Associate Minister directly or in the House of Commons. Incidents that fall within the "may" aspects of this definition are anticipatory and as such must be assessed against the criteria :"is it possible that the incident will create public interest and form the subject of question to NDHQ or Ministers? As a general rule, any unusual incident that involves or could involve the public should be assessed as a possible subject for a Significant Incident Report or an Item of Possible Interest to Ministers. 3, record 1, English, - Significant%20Incident%20Report

The need to "earn respect" may also have the consequence of encouraging officials to seek to please ministers and their advisers by avoiding policy advice that might not be appreciated, or failing to press public interest aspects in the decision-making process—not attending to the ethical or "constrained" aspects of "constrained partisanship" and risking criticism of excessive partisan behaviour or over-responsiveness. 1, record 2, English, - over%2Dresponsiveness
Record number: 2, Textual support number: 1 OBS
Public servants risk being "overresponsive" (or politicized) if they exceed the limits of their appropriate or legal authority in order to assist or obstruct the diligent execution of a minister’s decision, if they fail to act fairly and objectively, or if they violate political conventions. 2, record 2, English, - over%2Dresponsiveness
