paramountcy : The legislation of the Parliament of the Dominion, so long as it strictly relates to subjects of legislation expressly enumerated in s. 91, is of paramount authority, even though it trenches upon matters assigned to the provincial legislatures by s. 92 : see Tennant v. Diverses façons de rendre les mots "paramountcy doctrine" peuvent être relevées. Ainsi les auteurs canadiens parlent du "principe de la prépondérance", de "suprématie d'autorité": de la règle "législation fédérale ultra-vires prime législation provinciale intra-vires", de "primauté". Dans d'autres domaines, on a à étudier également le rapport qui existe entre deux ordres juridiques qui se rencontrent. Ainsi, quand le droit international vient en conflit avec le droit interne, on parle alors de "primauté" d'un ordre sur l'autre, de "supériorité", de "priorité", de "suprématie", de "prépondérance", "d'autorité supérieure". On dit des mesures normatives des Communautés européennes qu'elles ont "prééminence" sur les dispositions normatives internes. Les mots "prévalence", "priorité", "primauté" sont également employés. En science politique, on explique la règle "droit fédéral brise droit d'État", en disant que les lois fédérales "priment" les lois des États-membres. Pour les régimes où la règle est à l'inverse, on dit qu'il y a "primauté" de la compétence étatique.
