Previous exposures to contaminated soil gas have been documented in the residential areas to the west of the landfill. The Federal Office of Regional Development(Quebec)(FORD-Q), the Biotechnology Research Institute(BRI) of the National Research Council(NRC), and the City of Montreal are today announcing a major investment, the first step toward the creation in Montreal of a research, development and demonstration centre, the first of its kind in Canada for the environmental technologies sector involved with industrial site remediation. This sector represents a market that is growing rapidly worldwide. The Montreal Centre of Excellence for Environmental Site Remediation fits perfectly into the concept of "technological platforms, "the approach favoured by Environment Canada to stimulate Metropolitan Montreal' s economy. Technological platforms make it possible to test environmental technologies and promote them to potential clients. This concept also contributes to furthering the economic growth of the environmental industry in the context of sustainable development. The Centre's mission will be to contribute to the development of effective and economical expertise in the area of restoring contaminated urban sites, which are a serious obstacle to economic development for cities in general and for Metropolitan Montreal in particular. It will also encourage the transfer of proven technologies to the private sector and the development of collaborative research projects and strategic alliances.

Ce domaine représente un marché en croissance rapide à l'échelle mondiale. Le Centre d'excellence en réhabilitation de sites de Montréal cadre parfaitement avec le concept de «plateformes technologiques», une approche privilégiée par Environnement Canada pour la relance économique du Grand Montréal. Les plateformes technologiques permettent d'éprouver les technologies environnementales et d'en favoriser la promotion auprès de clients potentiels. Ce concept contribue aussi à stimuler l'essor économique de l'industrie de l'environnement dans un contexte de développement durable. Le Centre aura pour mission de contribuer au développement d'une expertise efficace et économique en matière de réhabilitation de sites urbains contaminés, lesquels constituent une sérieuse entrave au développement économique des villes en général et du Grand Montréal en particulier. Il vise également à favoriser le transfert de technologies éprouvées vers le secteur privé ainsi que l'éclosion de collaborations de recherche et d'alliances stratégiques.

In 1989, the Canadian Council of Ministers of the Environment(CCME) launched the National Contaminated Sites Remediation Program(NCSRP), sponsored and administered by bilateral agreements between the federal government and the provincial and territorial governments. One of the components of the NCSRP is the DESRT(Development and Demonstration of Site Remediation Technology) Program, which ran from 1992 to 1995. Environment Canada worked in conjunction with firms in the environmental industry to stimulate the development and demonstration of innovative techniques aimed at providing solutions to contaminated site cleanup operations.

Un des volets du PNALC est le programme DéTALC (Développement et démonstration de techniques d'assainissement de lieux contaminés) réalisé entre 1992 et 1995. Dans le cadre de ce dernier, Environnement Canada a travaillé de concert avec les entreprises de l'industrie environnementale dans le but de stimuler le développement et la démonstration de techniques innovatrices visant à apporter des solutions à l'assainissement des lieux contaminés.
